Trading Standards: Digitising regulatory services

See how FormBuilder has helped other organisations improve their customer experience, streamline internal processes, and save money on IT development.

The challenge

Trading Standards helps keep trade fair and protects consumers across Aotearoa New Zealand. They administer and enforce the trade measurement system, which makes sure that weighing and measuring equipment, and the quantities of all goods sold by weight, measure or number, are accurate. They also regulate the quality of automotive and marine fuels.

For many years, the services they provide relied on paper forms and manual steps. Businesses faced delays when applying for accreditation changes, type approval of equipment and verification of standards.

The process of fixing incomplete or incorrect submissions was laborious for both staff and businesses alike. Also, without digital tools, version control of paper forms was difficult to manage.

The solution

To make services easier to use, Trading Standards partnered with FormBuilder. Together they have now delivered forms for 8 key services using the FormBuilder tool.

Each form includes step-by-step guidance, clear help text, and checks to minimise errors.

The majority of the forms are published on the Business Connect platform. This means they can connect the forms to their case management system. The team can now track applications in real time and work through tasks more efficiently.

Businesses can complete applications online anytime. They can reuse key information, speeding up processing, and reducing paperwork and manual efforts.

The benefits

Putting these services online has delivered significant benefits for both businesses and government. These included:

  • Faster processing: Applications are completed and processed more quickly.
  • Better accuracy: Built-in checks reduce mistakes and incomplete forms.
  • Less repetition: Businesses can reuse saved information across forms.
  • More accessible: Services are online 24/7.
  • Lower cost: Staff spend less time on manual tasks.
  • Better insights: Digital data supports better reporting and performance tracking.

Why it matters

These improvements help grow Aotearoa New Zealand’s digital economy by removing barriers to trade and making regulatory services more efficient and user-friendly.

Trading Standards plans to bring more services online and explore deeper links with other government systems.

By embracing digital transformation, they are creating a scalable and modern way of delivering public services—one that supports businesses, consumers, and the economy.
